Description

so far, the NamespaceMetadata Object table (currently Table 38) was ignored by the Validator.
Now it porvides errors (7) since the table does not fit to the normal format.

We would either need to update the validator or (what I would prefer) update the table (make it two tables).
Use the normal "Instance" table as in section 12.1 (no need to define the Properties as already defined as mandatory on type)
Use the "<some>Type Attribute values .." table for the values.

Also requires handling of "IsNamespaceSubset". Typically set to "vendor-specific" in spec and "false" in NodeSet since it is complete.
Should be "false" in spec plus statement, that vendors do not need to provide full NodeSet.
