Summary0004404: Clarify uniqueness of "display name" in Engineering Units
Description

The "display name" in Engineering Units is assumed to include a symbol like "rad" for radian or "m" for meter.

In UNECE and ISO 80000 these symbols are unique and not localizable.

Need to add clarification to our UNECE mapping.

I don't like the idea of making the DisplayName non-localizable in this one case. It will encourage programmatic use of DisplayName. We already have the integer ID for the units to program against.

In the UNECE mapping, no statements for DisplayName should be made.
In other mappings that have no Numeric Id this might be necessary.
